Joint Assessment North Hamgyong Floods in 2016

Over three days, 208 mm of rain deluged Hoeryong City. Beyond the rise of the Tumen river and its tributaries that would be expected under such conditions, at least one, if not two, pulses of water also flowed down the Tumen flood plain: one was either the failure of a local embankment or the release of water from sluice gates designed to protect it; the second may have been from the loss of the dam in Yonsa County. No information is available to explain at time of the report as to how and why these pulses took place, neither temporally nor geographically.
